dailyloe.com – The Volta River Authority (VRA) has conducted its annual stakeholder workshop to enhance emergency preparedness in communities downstream of the Akosombo and Kpong dams. This initiative aims to mitigate flood risks associated with dam operations. The workshop focused on the Emergency Preparedness Plan (EPP) and Environmental Management Plan to equip local authorities, security agencies, and residents.
District chief executives, members of the Regional Security Council, heads of department, and media representatives participated in the event to improve flood risk management and environmental safety. The Greater Accra Regional Minister, Linda Obenewaa Akweley Ocloo, emphasized the importance of stakeholder collaboration during the opening ceremony in Accra. She described the initiative as a commitment to proactive planning, risk reduction, and community resilience.
Ms. Ocloo stated that the EPP serves as a critical blueprint for responding to emergencies, particularly regarding controlled water spillage or potential dam failure. Such events could significantly impact downstream communities. She highlighted that the plan includes regular engagements across ten identified districts to educate stakeholders, review procedures, and test response capabilities.
These engagements are crucial for building local capacity and ensuring communities remain prepared for emergencies. In a presentation on the EPP, flood risk zones, and downstream development, Senior Engineer at the VRA, Ing. Akosua Owusu-Efaa, identified two main emergency scenarios: controlled spillage of excess water and a possible dam break. Both scenarios could release large volumes of water, affecting several settlements.
Ing. Owusu-Efaa explained that clear protocols have been established to guide stakeholders on their roles during emergencies, emphasizing the need to protect lives and property. The EPP functions as an early warning system, helping to identify risks, outline response actions, and ensure timely communication among relevant institutions.
She added that the plan is integral to the VRA’s commitment to environmental management and community safety. The workshop is part of ongoing efforts to prepare for potential emergencies effectively.
