dailyloe.com – The Georgia Senate passed a significant tax reform bill on Tuesday, aiming to reduce homeowner property taxes by creating new special sales tax districts. This amended version of House Bill 1116 originated as a measure to cap property tax valuation increases. The bill now returns to the Georgia House for further consideration.
The Senate’s plan would establish new taxing districts that overlay county lines. These districts could implement a 1% sales tax to generate revenue. All collected revenue would be directed toward reducing homeowner property taxes.
The legislation also introduces a general prohibition on property tax revenue increases. Annual increases would be capped at 3% or the federal Consumer Price Index. The higher of these two figures would apply each year.
Senator Chuck Hufstetler, a Republican from Rome, presented the bill on the Senate floor. He stated homeowners would benefit most from the combined cap and sales tax. Properties without a homestead exemption would also see benefits according to Hufstetler.
Hufstetler claimed the measure could nearly eliminate homeowner property taxes in many areas. He said most cities and counties would see these taxes disappear. Other local taxes would be reduced or eliminated in some counties.
The senator argued that property tax increases have become unsustainable for residents. He cited frustration among citizens who must live within their means. The bill seeks to address this growing financial pressure.
The original House bill focused solely on capping property tax valuations. The Senate significantly expanded its scope with the sales tax district mechanism. This creates a complex trade-off between different tax types.
